Origin & Governance
The APAR was gestated in 2020 under a partnership between Sri Balaji Vidyapeeth University (SBV), RIS – Research and Information Systems for Developing Countries and The Pennsylvania State University Applied Biological & Biosecurity Research Laboratory (ABRL). APAR’s framework was evolved in consultation with international experts from the United Nations; global human and veterinary health organizations; international donor organizations; industry associations; non-governmental organizations; international biological safety and security organizations; scientific research institutions and academia, as well as foreign affairs and diplomacy experts.
APAR will be a decentralized, non-governmental, non-hierarchical alliance with representation from global multisectoral and multidisciplinary stakeholders across local, regional, national, and global levels. While APAR will work with national governments and agencies of different states it will be an independent entity with its own governing structure.
