Who we are

After recent outbreaks of EBOLA, Lassa, Zika, Plague, MERS-COV, COVID-19 isthe latest zoonotic epidemic that has infected >40 Mil people and resulted in more than 1,200,000 deaths with the numbers growing every day. These zoonotic outbreaks and those that will inevitably happen in the future, have illustrated the importance of strengthening coordinated one health security preparedness of regional response networks.These networks are essential to assure timely notification, prepare for, mitigate and respond to the threat of transboundary impact & proliferation of pathogens and diseases. In particular, as infectious diseases are mostly emerging in the southern hemisphere, they particularly affect human, veterinary and environmental health in the global south disproportionately.

On February 28th, 2019 at the New Delhi One Health India Conference, recognizing the continuing global threat and burden of zoonotic diseases, experts and representatives from 28 countries supported and signed a declaration that calls for establishing a global network that can effectively respond to this threat. Now, in response to this call for action the global Alliance for Pandemic Preparedness and Response (APAR) is being launched to address that critical need. APAR, as an independent entity, will catalyze South-South Cooperation (SSC) to holistically and sustainably advance health and bio-security capacities in the global south whilefacilitating the health security dialogue with the North.

Our Focus Area

Our focus areas are leveraged on a Holistic Framework for Building Comprehensive Health Security Capacities for the Global South through multisectoral and multidisciplinary coordination at South/South and North/South engagement level.

Advance One Health Preparedness and Response Policy & Regulatory Coordination

Facilitate National and Pan-Regional Dialogues to Establish Multisectoral One Health Coordination Mechanisms (MCM) based on best practices identified by the WHO, OIE, FAO guide to addressing zoonotic diseases, to include support to:
  • Coordination of multisectoral, One Health approaches to addressing zoonotic diseases and other shared health concerns at the human-animal-environment interface, including both leadership and technical functions, to strengthen and develop collaboration, communication, and coordination across the sectors and achieve better health preparedness outcomes.
  • Development of zoonotic disease frameworks, strategies, and plans, and facilitate alignment and coordination, or consolidation among various frameworks, strategies, and plans related to zoonotic diseases.
Evolve with Practical Governance, Policy Mechanism(S) And Regulation(S) To Define The Role Of Government And Other Stakeholders On Responsibly Regulating/ Dealing With One Health related activities.
  • This will allow for the integrated human, animal, and environmental health impact assessments and management plans to support decision making, in particular for evaluating and monitoring dual-use concerns of scientific innovations in the context of One Health, addressing related biosafety and biosecurity challenges and guidelines in a legally protected environment.
