Advance One Health Preparedness and Response Policy & Regulatory Coordination

Facilitate National and Pan-Regional Dialogues to Establish Multisectoral One Health Coordination Mechanisms (MCM) based on best practices identified by the WHO, OIE, FAO guide to addressing zoonotic diseases, to include support to:

Coordination of multisectoral, One Health approaches to addressing zoonotic diseases and other shared health concerns at the human-animal-environment interface, including both leadership and technical functions, to strengthen and develop collaboration, communication, and coordination across the sectors and achieve better health preparedness outcomes.

Development of zoonotic disease frameworks, strategies, and plans, and facilitate alignment and coordination, or consolidation among various frameworks, strategies, and plans related to zoonotic diseases.

Evolve with Practical Governance, Policy Mechanism(S) And Regulation(S) To Define The Role Of Government And Other Stakeholders On Responsibly Regulating/ Dealing With One Health related activities.

This will allow for integrated human, animal, and environmental health impact assessments and management plans to support decision making, in particular for evaluating and monitoring dual-use concerns of scientific innovations in the context of One Health, addressing related biosafety and biosecurity challenges and guidelines in a legally protected environment.

Strengthen Pathogen and Select Agent Diagnostic POC & DX Capacity and Bio Safety & Security Capacities

Priority focus on:

  • National/regional laboratory capacity and training in low-resource settings (Opportunities for harmonization of SOPs)
  • Advance laboratory network diagnostic response capacities at the primary, secondary and tertiary level, including sample collection, referral, transport, and storage
  • Transparent, IHR compliant, outbreak reporting practices and data sharing mechanisms
  • Bio Safety and Security best clinical/veterinary laboratory practices
  • Physical security (hospitals, laboratories) in a post COVID world
  • Cybersecurity of biological sample data (to prevent theft or manipulation of data)
  • Novel threats potential from enabling biotechnologies
Facilitate Scientific Collaboration to Operationalize Coordinated Rapid Discovery of Virus Emergence
  • Identification of novel viruses in natural reservoirs at both the individual and population level over time or via geographic location, including
    • Discovery of viral evolution among natural reservoirs;
    • rapid identification of spill over and spill back events from host species and secondary species;
  • Enhance Transboundary and disease surveillance & understanding of transmission dynamics
  • Identify opportunities to leverage new and emerging technologies like machine learning, artificial intelligence, synthetic biology, cyber-data, integrated autosensing to detect outbreaks as early as possible and enhance coordinated responses.
Strengthen and Advance Health System Capacities
  • Facilitate regional dialogues / sharing of lessons learned on how to improve health systems preparedness and recovery capacities with a focus on
    • primary health care and Universal Health Coverage (UHC) and
    • preparedness for future waves of COVID-19 and other epidemics
Coordinate Pan Regional Table-Top and Operational Field Exercises

Coordinate regular pandemic preparedness and response table-top and field exercises at the state, national and pan-regional level coordination to generate lessons learned to inform implementation of best practices

Accelerate Translational Health Technology Innovation

Advance Medical Technology Innovation Driven by the Global South that is Sustainable and Fit for Purpose

Promote developing-world-based sustainable health technology innovation

Coordinate and Facilitate the Establishment of Intersectoral Translational Medical Technology Innovation Networks
  • Build broad partnerships that accelerate knowledge exchange and transfer, multi-stakeholder innovation platforms, and academic exchange with leading institutions in Africa, Asia, as well as in Central & S America
  • In particular, advance biotechnology/Health Innovation in the areas of pan-regional diagnostic, vaccine, and therapeutic innovation and discovery
  • Partner/coordinate with global technology innovation networks to gain lessons learned and contribute to innovations
Catalyze Technology Innovation That Addresses Over-the-Horizon Hard-Challenge Problems in the Areas of Diagnostics, Vaccines and Therapeutics
  • Develop fit for purpose Tech Platforms and Prototypes point of care diagnostic platforms, as well as multiplexing solutions
  • Innovate “label-free” detection/identification of novel viruses.
  • Catalyze pharmaceutical and vaccine strategy innovation
  • Identify opportunities to leverage new and emerging technologies like machine learning, artificial intelligence, synthetic biology, cyber-data, integrated autosensing to prepare for and respond to future outbreaks
  • Clinical trial networks that can rapidly coordinate accelerate clinical trials for pharmaceutical innovations

  • Throughout the alliance member countries, APAR will aim to establish academic and educational partnership network that drives technology innovation through:
    • Collaborative research

    • Collaborative research
    • Post doc and faculty exchange
    • Development of undergraduate and graduate coursework and degrees in the field of Health Security
  • Develop centers of excellence for education and training in specific areas through enhanced collaboration among colleges and institutes of human medicine, veterinary medicine, and public health
  • Devise curricula aimed at advancing health security knowledge at the primary and secondary educational levels (school aged children and young adults), and vocational education
  • Develop applied practical training curricula for workers in the veterinary and human health care field
